Hawaii licensing boards’ advertising rules
Ads, websites and directory profiles all count as advertising to a licensing board. These are the Hawaii rules we check copy against, with links to the official text. Boards update their rules, so read the current version before you rely on a summary.
Every Hawaii health care practitioner licensed through a DCCA licensing board
- A licensing board may deny, suspend, revoke or condition the license of a licensee who engages in false, fraudulent or deceptive advertising or makes untruthful or improbable statements. (Haw. Rev. Stat. 436B-19(2))
Hawaii Medical Board
- Physicians can be disciplined for false, fraudulent or deceptive advertising, including excessive claims of expertise in a medical specialty, assuring a permanent cure for an incurable disease, or untruthful and improbable statements in advertising their practice. (Haw. Rev. Stat. 453-8(a)(3))
Telehealth across Hawaii's borders
Hawaii is not in PSYPACT, so a psychologist licensed here needs a license in each other state where they want to treat clients by telehealth, and ads should stay inside those states.
Hawaii has not enacted the Counseling Compact, so a counselor licensed here needs a separate license for each other state.
For physicians, psychiatrists included, a doctor licensed in another member state can get a Hawaii license through the Interstate Medical Licensure Compact, but Hawaii can't yet serve as a doctor's home state in the compact.
Telehealth ads should only reach places where the clinician can legally treat: see PSYPACT and Counseling Compact states.
Practices near a state line often see clients from next door. California and Alaska each have their own page.
Health data, tracking and Hawaii law
Hawaii has no comprehensive consumer privacy law or consumer health data law in effect as of 30 September 2026. Federal rules and a practice's own HIPAA duties still apply.
This is not legal advice.

What patients search for in Hawaii
Searches a month that name a Hawaii city, with the average cost per click, from Ahrefs (checked between 30 September and 5 October 2026). A dash means too few to measure; “near me” searches aren't counted. The Statewide row is searches that name the state.
| City | Therapist | Psychiatrist | Ketamine | Weight loss | Functional med. | GI |
|---|---|---|---|---|---|---|
| Honolulu | 150 $4.00 | 150 $3.00 | 40 | 40 | 10 $1.10 | 20 $1.60 |
| Statewide | 50 $1.20 | 30 $3.50 | 200 $2.50 | 40 | – | – |
| Kailua | 200 $2.50 | 20 $2.00 | 30 | – | – | 10 |
| Hilo | 20 $1.30 | 20 $1.90 | – | – | – | 90 $1.00 |
Of the cities measured, Honolulu gets the most of these searches. Its biggest single search, “therapist honolulu”, gets about 150 a month. To turn a cost per click into a cost per booked patient, put your own numbers into the patient acquisition cost calculator.
Across the searches measured here, Hawaii patients look most for therapists (about 420 a month), then ketamine therapy (270). Honolulu alone accounts for 37% of them. A click on a therapist search here costs about $2.82 on average, below the $4.00 median across the 306 therapist searches measured on our state pages.
Fill The Lobby is a remote US healthcare marketing agency; the ads and pages we write for practices are checked against rules like these. See how we handle compliance.
